The Water "saga" in India-Lack of restraining policy and inefficiency of use spell future crisis!

Water is the very foundation of life on earth and man's quest in space for habitable planets focus mainly on existence of water. Of course air is also an essential prerequisite for any life to survive and unlike water it is available in plenty in this planet though its quality is questionable in many places adversely affected by uncontrolled pollution caused by man himself. As for water there is no dearth of it as more than 71% of earth's surface area is covered by water. Out of this 96.5 % is found in sea and oceans unfit for use for any human activity. !.7% ground water and another 1.7% in glaciers and ice caps in Antarctica and Greenland are considered pure. However for all practical purpose only 2.5 % of water on earth is considered fresh water fit for human use while 0.3% of earth's fresh water supply comes from lakes and rivers. These figures clearly indicate that water is not an inexhaustible resource and therefore must be conserved as much as possible, avoiding wastage with all the means available to man.

Human body is made of water to the extent of 60-78% depending on the body size and for sustenance body water needs to be replenished at the rate of 1 ml per calorie consumed through the food. On an average a man needs about 3.7 liter water per day taken directly as well as through the food while the corresponding figure for a woman is fixed at 2.7 liters a day. Drinking water or potable water has to conform to certain minimum standards and nature's water has to be cleaned up to remove undesirable and unsafe components, suspended as well as dissolved for which many technologies are available. In acute water scarce countries huge plants are able to convert sea water with 3.5% salt content into potable water with minimum cost. According to estimates by some international agencies more than 50% of the world's population will face water crisis. Even to day it is presumed that almost 1 billion people lack access to safe water while more than 2.5 billion lack access to sanitation due to water scarcity. Imagine the tragedy that is unfolding to day when about 1.4 million children die due to severe diarrhea because of consumption of contaminated water! 

In most developing countries about 90% of fresh water exploited is used by the agriculture sector and there is a fierce competition between potable water sector and irrigation sector for tapping the available water supply. In contrast a developed country like the US uses only 30% of its water resources for agriculture through deployment of modern cultivation and water conservation technologies.  However in India, of the 700 billion cubic meters (BCM) of water consumed annually 88% goes for irrigation while the industry accounts for 8%. According to projections for future India is likely to tap about 833 BCM water by the year 2025 from all sources out of which 81% will go for irrigation while 11% will have to be supplied to the industrial sector. The industrial need will go further up demanding more than 18% of the water available. Household needs which stands at a mere 5% to day may go up to 11.% of the total fresh water available. Thus there is a clashing scenario for water among farmers for irrigation, industry and the house holds for daily use and unless agricultural technologies are upgraded to use less water without harming the productivity expectations, India will be in a dire straight in a few years from now!

It is interesting to see that our thermal power power plants gulp more than 70% of the industrial water which will further increase if the present government's thrust for more power plants, especially nuclear plants materializes after recent agreements with the US government for collaboration in the nuclear energy sector. Industry wise Steel industry consumes about 7-10 cubic meters (CM) of water for every ton of steel produced, paper industry needs 75-100 (CM) per ton of paper produced, power industry's need is 75-100 (CM) per megawatt hour generated while soft drinks industry consumes 3-5 (CM) per cubic meter of products made. As electricity production in the country is massive, total power needs by the power sector become huge while other sectors do not produce even a fraction of the end product output by the power industry, hence their apparently smaller share in the industrial water use..

Generally food processing industry needs huge volumes of water and especially soft drink sector depends heavily on water as its products viz beverages contain almost 100% water by volume. Similarly others like fruit and vegetable canning, bakery industry, dairy sector, breweries and distilleries, sugar factories, poultry farms etc all require water to maintain peak hygiene and sanitation, letting out in the process large volumes of spent water. Pollution from food and beverage industry is considered vey high and in spite of tight fisted laws existing in the statute book most of them go scot free because of lax enforcement by the pollution control agencies working at the state level. If the new government's "make in India' mantra becomes the national strategy, the industrial sector will need much more water than that is predicted.

Conflict between the industry and people for water access may intensify and the recent controversy in Gujarat regarding diversion of water from Narmada meant for irrigation to a giant soft drink manufacturer is still fresh in our minds. Similar incidences of diversion of water intended for irrigation being diverted for sugar and distilleries in Maharashtra are just a preview of such mega conflicts in future. We may recall the shameful incidence in Plachimeda in Kerala where a soft drink giant set up a plant in the beginning of 2000 which had to be abandoned due to local uprising by people because of supposed over exploitation of ground water and alleged pollution of ground water by the effluents let out by the factory into surrounding fields. India is in a Catch 22 situation with such a dilemma faced by the nation to meet the expectations of one and all vis-a-vis water and government must address this problem sooner than later to prevent discontent among its citizens in the coming years.

A national policy on agriculture can draw the necessary road map for water sparing crops and developing varieties that can be grown with sea water. Enormous wastage of water happens through the chain of activity of human beings in their every day life and sooner this tendency is curbed better it will be for the country. The agricultural sector presents a paradoxical picture where a section of farming community gets high share of water while another section has to eke out a dreary existence using drought based agriculture! Water intensive crops like sugarcane and paddy must be taken up to the minimum extent possible while development of varieties that need significantly less water must be a priority for the scientists in ICAR and agri varsities. Similarly it is time a national water policy is evolved to "optimize" use of water, conserve water resources without running the danger of over exploitation, launch intensive waste recycling efforts and massive sea water reclamation as the country has a long coastal area with easy accessibility. A country like Israel which is a willing collaborator of India can teach us lot of lessons in increasing water supply from our precious resources and its optimal use.

Food trucks in India-Will they succeed?

Catering service comes in many formats and street vending is an established system in many parts of the world. Besides the foods served being cheaper, street vendors are supposed to provide a better sensory satisfaction to their clients. Unfortunately the urban infrastructure in India is so bad there is a constant conflict between the pedestrians and the vehicular traffic in moving ahead in this chaos to reach their destinations. Where is the space available for these vendors to serve their dedicated clients without attracting punitive action from the civic bodies? Whatever may be the constraints these vendors, thousands in number still manage to do business though the relevant question is whether they become a potential source of food poisoning dangers associated with inadequate hygiene and sanitation.

From time to time the issue of controlling street vending outlets crops up nationally as well as internationally and sporadic efforts are made to help them manage their business better with least inconvenience and risks to the citizens who flock to such places for a relaxed eating experience. Even recently the street vendors association organized a workshop in Delhi to train their members on sanitation and hygiene keeping in mind their vulnerability to undesirable food borne illness due to deficiency in service. Still street vending poses challenges to the civic bodies in terms of regularizing their activities without compromising on foot path facilities for the pedestrians. Though these bodies control them through the licensing provisions, very little is being done to oversee the quality and safety of the foods they prepare and sell through open vending exposing to the questionable quality of the environment they are working.

One of the biggest problems as far the consumer is concerned is the water being used by street vendors for their preparation, washing of cooking utensils and serving plates and disposal of waste generated. In many parts of the city where street vendors operate the stench emanating from the waste, droppings and wash water an be unbearable some time. Regular cleaning of the pavements every day by the civic authorities with antiseptics like phenyl, bleaching solutions and powders could reduce the dangers significantly. But this is almost never done leaving scope to cause discomforts to the customers, some times becoming a hazard with potential for major poisoning episodes. That Indians have strong bellies which are not easily affected by minor incidences of food transgressions cannot be an excuse to shut our eyes to wards negligence of hygiene, sanitation and tainted water and foods.

From time to time suggestions have been made to create food plazas in cities located at different locations where adequate facilities are provided for clean water, waste disposal and toilet facilities. But the food plazas that are coming up are invariably posh ones serving high cost foods and common man finds it difficult to access to these places because of cost considerations. The Amma canteens in Tamilnadu did create an aura for some time and they are still popular among low income population like workers and laborers but this is a government subsidized venture leaving very little for individual entrepreneurship. Recent advent of Food Trucks on India roads is a welcome development though we do not know how long they will last under the suffocating environment of bureaucracy and cluttered roads in most cities. In a country like the US where Food Trucks have notched up phenomenal success there are clearly demarcated areas where food trucks can be parked for doing business for limited ours without hindering the flow of pedestrians or vehicular traffic. It is doubtful whether the street vendors in India can ever be transformed into a food truck business entrepreneurs given the reality that exists in the country.

In spite of such reservations the news that some bold entrepreneurs have jumped into the fray in places like Delhi and Bangalore can be very encouraging. Properly designed food trucks should be elf sufficient in terms of on the spot cooking, serving facilities, waste handling, refrigeration etc, though one cannot expect them to provide toilet facilities. According to one view one can have a food truck with an investment of Rs 3-5 lakh but such improvised "trucks" would be probably mounted on old van type vehicles which cannot be called a food truck. A good self contained food truck many cost upwards of Rs 25 lakh with necessary minimum facilities and whether with such investments entrepreneurs will be able to garner sufficient business to ensure decent returns remains to be seen.

Catering sector in India is booming with regular eateries making a kill in the market with the consumers becoming insensitive to the prices at which the preparations are sold. Even a small eatery gets away with prices varying from Rs 15-50 for their preparations while more reputed and established caterers have steadily hiked up the prices during the last two years. It is impossible today for a family to get a decent meal for less than Rs 200 and buffet lunches are ruling at prices beyond that! Still most conventional eateries are doing very good business because of increasing disposable income with the lower and upper middle class population. This is the right environment for food trucks to blossom in the country and governments and civic bodies must facilitate their entry and help them to sustain with least impediments and supportive policies, in stead of harassing them as is being claimed by some of the pioneers who started this business recently.  

A recent development in street food market may throw a damper at the plans of new food truck entrepreneurs trying to venture into this new marketing ploy to attract the erstwhile customers of traditional street vendors. Many high end restaurants with reputed Chefs in their pay role are reported to be trying to romanticize street foods and introduce some of the items popular among street food patrons as a part of their menu. Their strength lies in the fact that they can provide a better ambiance within their premises and the safety of the foods they serve would be guaranteed institutionally and responsibly compared to the addressless street vendors. How far they can attract or shift the loyalty of regular customers of street vending segment remains to be seen.

Midday meal program in India-Whose interest it is serving?

 For the last several days in Karnataka, news papers were full of reports regarding the mid day school lunch program in a small village near Mysore where caste politics have caused considerable damage to the teaching environment there. The issue,  raised by this "storm in the tea cup" incidence as some people like to call it, poses a pertinent question regarding the very foundation of the concept of national school feeding programs across all the states. A honest citizen always wonders why the government is resorting to universal feeding in schools forcing all children attending a school where such a program is running to eat the "foods" cooked inside the school premises even if many of them can afford bringing good nutritious food from their home. The excuse for this program has been to try 100% attendance in the school as a part of right to education for every citizen. But the experience in this Karnataka village brings out starkly the anomaly of the program and in the face of some children refusing to eat the foods cooked in the school, authorities concerned were at a loss as to what to do next! 

Indian constitution confers on a citizen, even if he is a school going kid, the basic right to what he wants to eat or not to eat and therefore making it compulsory for all kids to eat the locally cooked foods, whatever be the reason, is coercive and unconstitutional. The "circus" going in this school to gloss over the issue is really amusing. Big politicians, religious saints and others are visiting this school and eating the same food as that being eaten by the students to show case their commitment to a "caste-less" society! The real issue is not caste or creed but the acceptability of the food to all children in the school. Why those who do not like the school foods should be "finger pointed" is baffling. In stead of making eating environment hygienic and clean, wrong emphasis is laid on eating only one food cooked locally! 

In another case reported from the city of Meerut in UP, teachers in a government school refused to eat the locally foods as they felt they are inedible! What logic is there in forcing the same food down through the throat of the hapless children is not clear. According to the rules prevalent governing school foods service, teachers are mandated to taste them before serving the same to the children and this is observed more in breach than adherence. If the teachers cannot eat the food how can the school authorities expect the children to accept them unless coercion is used. Shamelessly the school management routinely claims that complaints filed with higher authorities are routinely ignored and the situation continues, totally insensitive to the welfare of the kids! Does not this amount to criminal negligence on the part of the education department officials and local school management? Is there no solution to this systemic failure? Is it not a national blemish about which every Indian must hang his head in shame?

The concept of midday school feeding program is a novel idea, no doubt but the way it is practiced in the country needs reexamination. Every school must enroll voluntarily the names of kids wanting to be served with food during the lunch time. This should be based on economic criteria rather than on universal basis. Probably inertia on the part of the government in conducting surveys to identify families with low income who deserve free lunch in the school has resulted in opting for an easy recourse to giving food to every body without caring for the waste of resources on a worthless cause. In India there is considerable extent of suppression of income data by the citizens to get the benefit of many subsidies doled out by the governments at the central and state levels and this habit must be curbed as mercilessly as possible for the sake of the country and its honest law abiding citizens.. 

This Blogger has been raising the issue of school feeding during the last 30 years and always frowned upon the the "fresh food serving" lobby which has a powerful vested interest in making a fast buck from such programs through politician-bureaucrat-private contractor nexus. The meager budget for the food program reflects the sham that is being perpetuated in the name of education, social equity and poverty. In spite of some crazy politicians claiming that one can get a sumptuous meat for Rs 5 in this country, the ground reality is totally different. With rice costing Rs 50 per kg, edible oil price beyond Rs 70 per liter, Milk being sold at more than Rs 30 a liter, wheat flour available at prices more than Rs 40 per kg and egg Rs 5 a piece, what nutritious food can be served in the school at the ridiculously low budget of Rs 5 per head. A complete meal must have 16% proteins, at least about 400 kC of energy and adequate micro nutrients that will meet at least 50% of daily Recommended Dietary Allowance (RDA). If government wants to do justice to its school feeding program it has to double its present budget if 100% of kids in all schools are to be covered. Is it feasible? 

Another mind boggling issue is how advisable it is to make the school assume responsibility associated with raw material procurement, their safe storage, cooking within the premises with crude cooking facilities, accessing safe potable water, arranging for cooking fuel etc. With most schools grossly understaffed, is it fair to load the available teachers with additional burden of looking after the feeding program? No wonder instances like that in Meerut city keep happening all over the country. Food technologists, Nutritionists, medical practitioners, policy makers and industry reps must sit together to evolve a more credible and reassuring programs that will depend on packed foods, centrally manufactured and safety packed with minimum nutritional value and stable shelf life which are amenable to easy distribution, stocking, accounting, serving with minimum risk to the health of the children.

"AQUAGENESIS"-NEW TECHNOLOGY FOR PURE WATER



Water is life and without it no life can be sustained in the world. Quantity and quality of water make a big difference in the lives of people. According to WHO more than 4 billion people, half of the population on this earth, are affected by diarrhea related diseases, most of them due to lack of accessibility to safe drinking water and 1.1 billion are in dire need of assured drinking water without which life is hard to sustain. There are about 1.8 million deaths attributed to water related diseases, mainly diarrhea. On an average a person needs 150 -200 liters of water per day for indoor use, though in India it is much less due to the traditional low water-intensive living styles. With few towns and metros having even a semblance of protected water supply system, a vibrant water based industry is flourishing in the country. For drinking water alone there are more than 1000 bottling units licensed and a strong water treatment industry offers systems that can purify water on domestic as well as industrial scale.

The term aquagenesis refers to generation of water de novo and water can be created only if the two elements oxygen and water are made to combine under favorable conditions, though in practice the method is not a commercially viable one. There is a water specialist company in the US known as Aqua Genesis Co which offers water descaling plants based on electromagnetic waves for preventing scale development in flow pipes and water based appliances and they even have domestic models costing less than $ 400 for attaching to the intake point before entry into the main supply line into the house. But it is not aquagenesis in real term as existing water source is only cleaned up. How ever it is a clean technology that is useful to prevent clogging of water lines due to scale deposits as a result of high mineral contents in the intake water. Such waters cannot be considered pure enough for drinking purpose unless treated further.

The existing water treatment technologies based on chemical, ion- exchange resins and membrane systems(RO) for potable water are already working in millions of house holds though all of them have their own limitations. Conventional ion exchange technology is based on use of significant quantity of sodium chloride for resin regeneration and increases the sodium load in the water. Chemical treatment contributes to presence of the chemicals in water and environmental pollution. Reverse osmosis method wastes almost one third of the water intake and disposal of mineral concentrated reject fraction can pose some problem. Replacement of the selective membrane can be expensive too.

In a novel approach for producing potable water without depending on any outside water sources, air has been used to extract its water in a pure form by condensation and domestic models are already available for getting "water out of thin air"like a magic! This is indeed an aquagenesis event since water is created from an invisible source, the air for all practical purpose. The system depends on the humidity in the air which can be made to "precipitate" under right conditions and the equipment involved is a simple device for sucking air, condensing the water content and drawing the pure water for direct use. The equipment providers claim that the water produced by this system is as pure as steam-condensed water and a built-in ozonizer sterilizes the water to make it infection-free. What is not clear is the influence of air quality on the water though all gaseous contaminants can be expected to escape along with the exited air. If cost is not prohibitive the technology may become popular especially in high humidity areas where water content in the air is very high. The power requirement for running the compressor is another factor that will influence buyer sentiments in going in for this system. Probably GOI can think of a national program to provide pure water, at least for drinking purpose, in communities having no access to safe water sources using this technology. Integrating solar power system with water extraction technology can help in setting up small sized plants in thousands of villages which do not have either assured supply of water or power at the moment.
